César Guerra
Economist
Cesar is an economist by training. He is a former Mexican government official participating during 25 years on international trade negotiations. During that time, he was the head of the trade office at the Mexican Mission to the European Union and at the same time chief negotiator of the Modernization of the EU-Mexico Trade Agreement (2016-2019).
He was director general for Trade in Goods (2007-2015), in charge of negotiations on market access, rules of origin and customs procedures in negotiating processes such the CPTPP and the Pacific Alliance.
He spent five years at the Mexican Mission to the World Trade Organization in Geneva (2002-2007) in charge of agriculture, NAMA (market access on industrial products) and customs related issues.
He has been a consultant in Brussels since 2019 helping countries, trade associations and companies on European affairs and international trade.
He is currently the chair of the Trade & Investment Committee at the British Chamber of Commerce in Belgium, and Member of the Board of the Association Jean Monnet based in France -a think tank based in Paris that promotes European integration-.
